Because of the large amount of goods that are often produced for army and navy applications, there are usually a great deal of surplus equipment that is not used. The army and navy will usually sell the surplus equipment at extremely discounted prices to surplus wholesalers, who then make it available to the public through army and navy surplus outlets and stores.
