Similar to a sheriff, marshal, or deputy, a constable has a smaller jurisdiction with less authority than the aforementioned positions. Constables are legally able to serve warrants, make arrests, conduct patrol watches, and supervise roads, in addition to enforcing and upholding the law. Other services they may provide include serving subpoenas for court appearances, and delivering tax notices, eviction notices, judges' notices, and claims to individuals and businesses. Constables date back to Colonial times in America, and were one of the very earliest law offices held. The constable was charged primarily with keeping the king’s peace. In ancient times before this, the constable was considered of high military rank, advising the commander-in-chief on important legal matters. Since then, the constable’s duties have changed and adapted. Today, they act as process servers, dealing with issues from probate matters to acting as notary publics and clerks. Constables are just one component of government law enforcement. Police officers, detectives, sheriffs, and deputies all contribute in other important ways. Constables, usually boasting an education in criminal justice, also have training in the area of law enforcement. With power limited to a certain geographic area, such as a town or county, constables usually focus on this one area. To become a constable, one must be appointed or elected, depending on the town or county. To help them with their jobs, many constables, process services, detectives, watchmen, and police officers use computer software for printing out affidavits, invoices, and database reports. Constables also have access to a central database to check for summons, subpoenas, arrest warrants, and appraisals. They can serve these in person to citizens who need to show up for court regarding a criminal or civil case.
